HBT NL East preview: Can Braves pace Nats?

For the past few days?we?ve been previewing the 2013 season. Here, in handy one-stop-shopping form, is our package of previews from the National League East.

The Washington Nationals; 2012 season ended with a fall-from-ahead playoff loss, but let?s not forget that they won more games than anyone last year and seem loaded for bear once again. Are they the best team in baseball right now?

The Braves got the Upton brothers but they lost Chipper Jones and Martin Prado. Does that translate to the playoffs once again?

The squad the Phillies assembled a couple of years ago seemed like it?d be poised to compete for a good long while. But last year injury and age caught up with them. Was that a bump in the road or the beginning of the end of the Halladay-Lee-Hamels-Howard-Utley-Rollins core?

The Mets are coming out of years of financial misery. How long until their on-the-field fortunes turn as well?

Curry's big night sends Duke past Spartans 71-61

INDIANAPOLIS (AP) ? Mike Krzyzewski already holds the NCAA record for most wins by a coach.

Thanks to Seth Curry's big scoring night, Krzyzewski could finish the weekend by tying one of John Wooden's records.

Curry scored 29 points, tied the school record for most 3-pointers in an NCAA tournament game and led the Duke Blue Devils past Michigan State 71-61, putting Krzyzewski within one win of his 12th Final Four appearance. All Duke has to do is beat top-seeded Louisville in the NCAA tournament's Midwest Regional final ? something it already has done.

"We were fortunate to win that game. They've been playing the best basketball in the country," Krzyzewski said, referring to Duke's 76-71 victory Nov. 24. "I love their two guards. I think they're great kids and they're dynamic. But they're deep. They're a deep team. We can't turn the ball over against them."

Duke (30-5) can create its own set of problems as the Spartans found out Friday night.

Curry knocked down six of his first seven 3s before missing his final two to tie a school record that had been attained six other times, most recently by Jason Williams on March 22, 2001, against UCLA. He had plenty of help, too. Rasheed Sulaimon scored 16 points, making 12 of 14 from the free-throw line, also tying a school record for free throws made in a tourney game. Mason Plumlee added 14 points and seven rebounds in the return to his home state.

And if Krzyzewski earns career win No. 958 on Sunday against top-seeded Louisville, he will break a second-place tie with North Carolina's Dean Smith and move into a tie with Wooden for most Final Four appearances by a head coach in NCAA history.

Krzyzewski isn't the only one chasing a milestone.

A win would also move Louisville coach Rick Pitino into a tie for fourth all-time with Roy Williams and he is trying to get the Cardinals back to the Final Four for the second straight year.

Clearly, Louisville (32-5) has a few advantages. The game in Indianapolis will be played about 100 miles from campus and another heavily-partisan Cardinals crowd is expected at Lucas Oil Stadium.

But Louisville will face a team that was ranked No. 1 earlier this season and in the same venue it lost as the top seeded team in the Midwest Region just four years ago to Michigan State. Plus, they'll be facing a Duke team that is clicking on all cylinders.

"If a team's game plan is to just to be tough or physical with us, that's not going to win," Plumlee said.

The Spartans (27-9) learned that lesson the hard way.

They focused, as usual, on dominating the middle.

Instead, Curry's 3-point barrage loosened things up, and forced Michigan State to play catch-up most of the second half.

His sixth 3 of the night broke a 38-38 tie early in the second half, sending Duke on a 9-0 run. The Blue Devils never trailed again.

"Honestly, I was just trying to help my shot. I got a few to go early," Curry said. "I feel like every time I take a shot, it's going to go down and nothing felt different tonight."

The Spartans were led by Keith Appling, who scored 16 points despite playing with a brace over his injured right shoulder. Adreian Payne added 14 points and 10 rebounds, but it wasn't nearly enough against Curry & Co.

Coach Tom Izzo was hoping that his only son's prediction, that Duke would beat Michigan State in the regional semis, would be wrong. Instead, the younger Izzo got it right.

"They're a good team, they played well, Curry hurt us, no question about it," Izzo said. "We didn't quit, we hung in there. I thought we played poorly for us, but the better team won tonight."

The game was billed as an entertaining contest between two of college basketball's most successful coaches ? and it lived up to the hype.

The first half was played to a near draw with four ties and eight lead changes.

Michigan State grabbed an 18-17 lead on Derrick Nix's tip-in with 9:52 left in the first half, but Curry then scored nine points in an 11-2 run for the Blue Devils. He was fouled by Travis Trice while attempting a 3-pointer and made all three free throws to make it 28-20 with 4:59 remaining.

Back came the Spartans, who clamped down on defense and closed to 32-31 at halftime.

But Curry's early second-half scoring spree was all the Blue Devils needed. Michigan State pulled within seven with 1:32 to go, but couldn't get any closer after trailing by as much as 13 in the second half.

"We knew we would have to play at that level. They're a little more athletic than we are," Krzyzewski said. "We had to try to match that and tonight we were able to do that. I'm glad it's not a seven-game series because I'm not sure we'd be able to continue to do it. But tonight we were able to do it."

Highly illogical: IRS says 'Star Trek' parody a mistake

Nobody's going to win an Emmy for a parody of the TV show "Star Trek" filmed by Internal Revenue Service employees at an agency studio in Maryland.

Instead, the IRS got a rebuke from Congress for wasting taxpayer dollars.

The agency says the video, along with a training video that parodied the TV show "Gilligan's Island," cost about $60,000. The "Star Trek" video accounted for most of the money, the agency said.

The IRS said Friday it was a mistake for employees to make the six-minute video. It was shown at the opening of a 2010 training and leadership conference but does not appear to have any training value.

The video features an elaborate set depicting the control room, or bridge, of the spaceship featured in the hit TV show. IRS workers portray the characters, including one who plays Mr. Spock, complete with fake hair and pointed ears.

The production value is high even though the acting is what one might expect from a bunch of tax collectors. In the video, the spaceship is approaching the planet "Notax," where alien identity theft appears to be a problem.

"The IRS recognizes and takes seriously our obligation to be good stewards of government resources and taxpayer dollars," the agency said in a statement. "There is no mistaking that this video did not reflect the best stewardship of resources."

The agency said it has tightened controls over the use of its production equipment to "ensure that all IRS videos are handled in a judicious manner that makes wise use of taxpayer funds while ensuring a tone and theme appropriate for the nation's tax system."

The agency also said, "A video of this type would not be made today."

The video was released late in the day Friday after investigators from the House Ways and Means Committee requested it.

"There is nothing more infuriating to a taxpayer than to find out the government is using their hard-earned dollars in a way that is frivolous," said Rep. Charles Boustany, R-La., chairman of the Ways and Means oversight subcommittee. "The IRS admitted as much when it disclosed that it no longer produces such videos."

The film was made at an IRS studio in New Carrollton, Md., a suburb of Washington. The agency said it uses the studio to make training films and informational videos for taxpayers.

"The use of video training and video outreach through the in-house studio has become increasingly important to the IRS to reach both taxpayers and employees," the agency said. "In the current budget environment, using video for training purposes helps us save millions of dollars and is an important part of successful IRS cost-efficiency efforts."

IRS YouTube videos have been viewed more than 5 million times, the agency said. A video on the IRS website called "When Will I Get My Refund?" has been seen 950,000 times this filing season.

The disclosure of the "Star Trek" video comes as agencies throughout the federal government face automatic spending cuts, including employee furloughs at many of them.

Acting IRS Commissioner Steven Miller has told employees they could be furloughed five to seven days this summer. The furloughs, however, will be delayed until after tax filing season so refunds should not be affected.

The agency said the "Star Trek" video "was a well-intentioned, light-hearted introduction to an important conference during a difficult period for the IRS."

Congressional investigators initially sought both the "Star Trek" video and the "Gilligan's Island" video but after viewing them determined that the "Gilligan's Island" video was a legitimate training video. The IRS did not release the "Gilligan's Island" video.

"The video series with an island theme provided filing season training for 1,900 employees in our Taxpayer Assistance Centers in 400 locations," the IRS said. "This example of video training alone saved the IRS about $1.5 million each year compared to the costs of training the employees in person."

(AP) ? Kimi Raikkonen continued his surprisingly strong start to the Formula One season, posting the fastest time in the second practice at the Malaysian Grand Prix, outpacing defending champion Sebastian Vettel before rain hit the circuit Friday.

The Lotus driver sent a clear message that his victory at the season-opening Australian Grand Prix was no fluke, as he edged triple world champion Vettel of Red Bull by .019 seconds.

Ferrari's Felipe Massa and Fernando Alonso came in third and fourth followed by Vettel's teammate Mark Webber, who earlier was fastest in the first practice session.

"It was a good day so far," Lotus technical director James Alison said. "The car seems quite happy."

Meanwhile, it was another disappointing day for McLaren, which has struggled since revamping its race car in the offseason. Sergio Perez, who joined McLaren from Sauber for this season was 11th, followed by 2009 champion Jenson Button in 12th.

After the second session, McLaren's Sporting Director Sam Michael said there were encouraging signs since Australia, where Button finished ninth, but wouldn't say when the car might begin competing with the likes of the Red Bulls and Ferraris.

"It's very hard to make predictions when you are trying to unlock two or three areas in the car," he said. "The past history of McLaren to recover from situations like this is extremely strong. They have done it before."

The second session took place in overcast conditions and a steady rain briefly hit the Sepang circuit with about 30 minutes remaining. That caused some slippery conditions and several drivers were affected.

Sauber's Nico Hulkenberg spun out coming into the pits and just got out of the way of the Red Bulls, while Raikkonen's teammate Romain Grosjean went off the track briefly into a grassy area before returning.

Lewis Hamilton, who appeared to justify his offseason switch from McLaren to Mercedes with a fifth-place finish in Australia, has not shown the same pace here in Malaysia running ninth-fastest in both sessions.

Raikkonen is aiming to solidify his surprise lead at the top of the driver's standings with a victory in Malaysia, but much will depend on the weather. The Sepang circuit, more than any other, has a history of being hit by afternoon rain showers that are common at this time of year.

Alonso won last year's race only after Sergio Perez ran off the track just as he was attempting to pass the Spaniard in wet conditions after the race was delayed 51 minutes because of the rain.

Alonso finished second in Australia and has expressed confidence that his car will be able to keep pace this weekend with Raikkonen.

Red Bull, in contrast, continues to exude the confidence expected from a team that won the last three constructors championships. The team enters this weekend fretting about heavy degradation of the new-season Pirelli tires, which cost it valuable pace in Australia and forced Vettel to settle for third.

Beatles night on 'American Idol' leads to lonesome tears for Lazaro

It was a hard day?s night for Lazaro Arbos when the "American Idol" hopefuls took on the Beatles' catalog on Wednesday night. The 21-year-old from Naples, Fla., delivered a slow and breathy rendition of "In My Life" that failed to connect with the judges or audience, despite the dreamy looks he gave the cameras.

Mariah Carey tried to let him down gently. "I commend you on your bravery. I'm proud of you," she started. "It was a little bit low for you." Keith Urban agreed, telling the young singer how important it was to choose the right key.

Nicki Minaj put her stamp of approval on the assessment and let Lazaro know how disappointed she was by the lackluster performance. "You are still not the Lazaro I remember. ... You used to be ownin' it! Now it's like ... I don't know. ... Something is bothering you, babe."

Original judge Randy Jackson didn't bother with the kindness. "That was your worst performance ever," he said bluntly. "It was out of tune from beginning to end!"?

The criticism resulted in tears from Lazaro, who turned away from the cameras as tears rolled down his cheeks, and didn't look back at America even when the show finally cut to commercial.?

Hunky Paul Jolley didn't have much more luck with his performance of "All the Lonely People."?

"I like that jacket and I like that shirt, and I like them skinny jeans," Nicki said. But that was where the niceties ended. "I did not like your performance, Jol. You know why? Very very safe. Very bland and forgettable."

Randy agreed, complaining that the singer was "disconnected" from the song.

Infinitely more successful was Candice Glover, who delivered a rocking rendition of "Come Together" that had the audience on its feet during a performance that felt like a professional show. The 23-year-old belted out the song with attitude and strutted on the stage with confidence.

"I love seeing you in this whole other vibe! The rock chick side of you was really cool!" Keith gushed.

Nicki was no less enthused as she raved, "I love your vocal! It's crazy insane out of this world!" Her only criticism? That she wanted Candice to wear the craziness on her face too. "You have that crazy face. I want you always to have that attitude in your face!"

Another standout was Janelle Arthur, who closed the show with a sweet, subtle yet powerful version of "I Will." Mentor Jimmy Iovine cautioned during rehearsals that she'd have to practice breathing or the song would be shot, but the 23-year-old nailed it and even successfully added her own little country twang to it.

"That's one of the best performances of the night!" Randy raved. "This is what Jimmy is talking about with the subtlety. That speaks louder than the big voice. I thought that was amazing."

Nicki was so impressed she asked the singer whether they could "renew our vows tonight." "That performance just made me fall so much more deeply obsessed with you!" she gushed. "That ... oh my god! You are great, little girl! You are everything!"

Other standouts included Angie Miller's performance of "Yesterday," Kree Harrison's "With a Little Help From My Friends" and Burnell Taylor's version of "Let It Be." Devin Velez's "The Long and Winding Road" and Amber Holcomb's "She's Leaving Home" weren't bad either, but received teensy, tiny bits of criticism -- if you can consider being laid back and lipstick choice criticism.

Thursday night, the "Idol" field will be cut to eight.

Beautiful Gardens Across America To Celebrate The First Day Of Spring (PHOTOS)

March 20 marks the first day of spring, so we could think of no better way to celebrate the impending warm weather than by taking a look at some beautiful gardens at sites designated as part of the National Trust for Historic Preservation.

The gardens each play their own roles in the historical significance of the site. For instance, Filoli has the only Designated Daffodil Display Garden on the West Coast.

News ratings plummet with time change, longer days

NEW YORK (AP) ? Despite a busy week with the selection of a new pope, the ABC, CBS and NBC evening newscasts collectively had 11 percent fewer viewers than the week before ? and a glance outside the window reveals the primary reason why.

The simple act of moving the clock ahead one hour for daylight saving time is costly for the broadcasts, since the hour that turns from darkness to light happens to be the hour in which they are shown in most of the country.

It's not just a one-week phenomenon. The newscasts will have to deal with smaller audiences until the clocks are pushed back in the fall.

"What it shows is that a large proportion of the people that watch the news are not watching because they watch the news," said news consultant Andrew Tyndall. "They're watching it because they happen to be home when the news is on."

Both NBC's "Nightly News" and ABC's "World News" lost a million viewers from week to week, the Nielsen Co. said. The "CBS Evening News" lost 600,000. That's a total of 2.6 million, or a little more than the entire audience for the NBC sitcom "Community" last week.

While the situation isn't unusual, each newscast lost more viewers in the week-to-week comparison than they did between 2012 and 2011.

"This is part of a predictable cycle every year, so we know to expect a slight dip in viewership when people are enjoying longer hours of daylight," said Patrick Burkey, executive producer of "Nightly News." ''We approach the broadcast with the same mission every day regardless of what time the sun sets."

"Nightly News" had an average of 8.1 million viewers last week (5.4, 11). ABC was second with 7.2 million (4.9, 10) and CBS had 6.4 million viewers (4.3, 9).

In prime time last week, an estimated 10.4 million people watched Sean Lowe propose to Catherine Giudici in the finale of season 17 of "The Bachelor." That's up 13 percent over the audience that watched last year's finale, with an even bigger increase among the 18-to-49-year-old viewers that ABC considers most important for its advertisers.

Meanwhile, PBS reported that the third season of "Downton Abbey," which concluded last month, represented the most-watched drama on the public broadcaster in all time.

CBS averaged 8.6 million viewers (5.5 rating, 9 share) in prime-time to win the week. Fox had 6 million viewers (3.6, 6), ABC had 5.8 million (3.8, 6), NBC had 3.8 million (2.5, 4), the CW had 1.19 million and ION Television had 1.15 million (both 0.8, 1)

Among the Spanish-language networks, Univision led with a 3.3 million viewer average (1.8, 3), Telemundo had 1.3 million (0.7, 1), UniMas had 480,000 (0.3, 0), Estrella had 190,000 and Azteca 90,000 (both 0.1, 0)

A ratings point represents 1,147,000 households, or 1 percent of the nation's estimated 114.7 million TV homes. The share is the percentage of in-use televisions tuned to a given show.

For the week of March 11-17, the top 10 shows, their networks and viewerships: "The Big Bang Theory," CBS, 15.9 million; "Person of Interest," CBS, 14.34 million; "American Idol" (Wednesday), Fox, 13.44 million; "NCIS," CBS, 13.18 million; "Two and a Half Men," CBS, 12.18 million; "NCIS: Los Angeles," CBS, 11.95 million; "American Idol" (Thursday), Fox, 11.93 million; "Elementary," CBS, 11.33 million; "The Bible," History, 10.87 million; "The Walking Dead," AMC, 10.84 million.

British horror writer James Herbert dies aged 69

LONDON (Reuters) - Best-selling British horror writer James Herbert, who penned novels such as "The Rats" and "The Fog", has died suddenly at the age of 69, his publisher said on Wednesday.

Herbert's editor at publisher Pan Macmillan, Jeremy Trevathan, said the writer died on Wednesday morning in bed at his home in Sussex. No cause of death was given but a spokeswoman for the publisher said he had not been ill.

Herbert wrote 23 novels, was published in 34 languages and sold more than 54 million copies worldwide during a writing career which spanned nearly 40 years.

Four of his novels were made into films: "The Survivor", "Fluke", "Haunted" and "The Rats", whose silver screen title was "Deadly Eyes".

"Jim Herbert was one of the keystone authors in a genre that had its heyday in the 1970s and 1980s," Trevathan said in an emailed statement from Pan Macmillan.

"It's a true testament to his writing and his enduring creativity that his books continued to be huge bestsellers right up until his death."

Herbert, who was born in London's East End, worked as an art director at an advertising agency after studying at art college and began writing his first novel when he was 28.

His first novel, "The Rats", depicting a London overrun by mutant, flesh-eating rodents, was released in 1974 and its first printing of 100,000 copies sold out in three weeks, paving the way for Herbert to become Britain's leading writer of horror.

Herbert, who designed his own book covers, was awarded the OBE in 2010, the same year he was made the Grand Master of Horror by the World of Horror Convention.

He is survived by his wife Eileen, and their three daughters.

?Saudi Princess Amira al-Taweel took pole position this week on a list of the most popular Saudi women on micro-blogging site Twitter, after the number of her followers reached 662,170, pan-Arab daily Asharq al-Awsat reported on Tuesday.

Princess Amira also came in at number 19 among the most influential Saudi figures on Twitter, the daily said, citing a report on social media in the kingdom.

Among the most popular female Saudis on Twitter, artist Rim Abdullah came in second with 404,078 followers while television presenter Lujain Omran came in third with 195,264 followers.

Ruqaya al-Mohareb, rhetoric of science instructor at Princess Noura University, came in fourth with a number of followers of 194,437. Owner of the account ?Zhour? (flowers) came in fifth with 188,704 followers and writer Badria al-Bishr came in sixth with 185,592 followers.
Earlier this year, Saudi Crown Prince Salman bin Abdul-Aziz launched his account on Twitter, attracting more than 200,000 followers after his first tweet.

Stacy Lewis rallies to win LPGA Founders Cup

PHOENIX (AP) ? Stacy Lewis won the LPGA Founders Cup on Sunday to jump to No. 1 in the world, taking advantage of Ai Miyazato's collapse on the 16th hole.

A day after Lewis was penalized two strokes for her caddie's blunder on the short par 4, the American took a two-stroke lead with a birdie on the hole after Miyazato made a double bogey following an errant approach shot that left her with an unplayable lie in a desert bush.

Coming off a victory two weeks ago in Singapore, the 28-year-old Lewis won for the seventh time in her LPGA Tour career to end Yani Tseng's 109-week run at No. 1.

Lewis closed with an 8-under 64 in perfect conditions at Desert Ridge to finish with a tournament-record 23-under 265 total on the cactus-lined Wildfire layout.

Miyazato finished second, three strokes back after a 71.

The Japanese star took a four-stroke lead over Lewis and Jee Young Lee into the final round when Lewis was penalized after play Saturday when it was ruled that caddie Travis Wilson tested the sand before Lewis played out of a bunker on No. 16.

Forced to wear a back brace for six years as a teen because of scoliosis, Lewis is the second American to top the ranking that began in 2006. Cristie Kerr was No. 1 for five weeks over three stints in 2010.

Miyazato took a one-stroke lead into the 16th and was seemingly in perfect position after hitting in the middle of the fairway on the 307-yard hole. But her pitching wedge sailed left, hit on the bank near the edge of the green and rolled into the desert bush.

Instead of playing again from the fairway, she elected to drop in sand in the desert, leaving her with an uphill shot with little green to work with. Hitting her fourth, her shot from the desert went to the far edge of the green and she two-putted for a double-bogey 6.

Lewis, the Texan who won 12 tournaments in her college career at the University of Arkansas, found the right fairway bunker off the tee, hit to 15 feet and holed the putt for a birdie. She then made an 18-footer on the par-3 17th for her third straight birdie and a three-stroke lead.

Miyazato was playing for the first time since sustaining a whiplash injury in a five-vehicle crash in Bangkok after the LPGA Thailand. She withdrew the following week in Singapore as a precaution because of stiffness in her neck, shoulder and back.

Miyazato also tied for second last year at Desert Ridge, a stroke behind Tseng.

Most web browsers make downloading a large quantity of images an unpleasant experience. While there are tools available that improve the downloading significantly, like the excellent Bulk Image Downloader for Windows, Image Downloader for Google Chrome, or Image Saver Plus for Firefox, it is not always possible to make use of them. Say you are at work and can't really install programs on computers there.

Even if you have a solution installed on a system, you may still be interested in what Album Ripper has to offer. It is a free web service that enables you to rip and download image archives from sites such as Imgur, Tumblr, Deviantart, Flickr, 4Chan, Imageearn or Photobucket.? Best of all? It zips those images into a single handy archive that you can download to your local system with a single click.

Here is how the service works in detail.

  1. You visit one of the supported websites and copy a web album url. The url depends a lot on the service you are on. On 4Chan, you can copy thread urls for instance while you'd copy tagged urls on Tumblr instead. You may need to browse around on a supported site for a while and test some of the urls that it makes available to find out which one is supported by album ripper. Generally speaking, if multiple images are displayed on a permanent page - not a search - then it should be supported.
  2. Copy the url to the clipboard of your system and paste it into the form on the Album Ripper website.
  3. Click on rip & zip and lean back. It should not really take that long to create the zipped archive. A 78 picture archive with a size of 62 Megabytes took a couple of seconds to complete.
  4. The download link is provided in the end and you can click on it to download the archive and all the images it includes to your local system.
  5. Repeat.

There are a couple of things that you need to know. The developer of the web application has limited single archives to 500 pics with the exception of Imgur which is not capped at all. Firefox users can download the rarchive extension for the browser to improve the process further. It sends the page you are currently on to Album Ripper where it is processed automatically.

Verdict

The limitation to 500 pictures can be somewhat disappointing to collectors who always want to download full image albums and not only the first 500 images of them. On most sites though you will run rarely into that limit. All in all though it is a pretty interesting option for Internet users who like to download images from at least one of the supported websites.

Bailout tax shock for Cyprus savers ? Shropshire Star

People with Cyprus bank accounts will lose up to 10% of their savings as the price of a 10 billion euro (?8.6 billion) rescue package for the cash-strapped country from its European partners and the International Monetary Fund.

The bailout was agreed early on Saturday in a bid to keep the island nation from a bankruptcy that could rekindle the region's debt crisis.

But in a major departure from established policies, the package also includes a one-off levy on the money held in bank accounts in Cyprus. Analysts have warned that making depositors take a hit threatens to undermine investors' confidence in other weaker eurozone economies and might possibly lead to bank runs.

In return for the rescue loans Cyprus will trim its deficit, shrink its troubled banking sector, raise taxes and privatise state assets, said the Netherlands' Jeroen Dijsselbloem, presiding over meetings of the 17-nation eurozone's finance ministers. "The assistance is warranted to safeguard financial stability in Cyprus and the eurozone as a whole," he said, speaking after nearly 10 hours of negotiations.

People with less than 100,000 euro (?86,000) in their Cypriot bank accounts will have to pay a one-time tax of 6.75%, those with more will lose 9.9%. The measure is expected to net 5.8 billion euro (?5bn) in additional revenues, Mr Dijsselbloem said, greatly reducing the country's financing need.

"We found it justified in terms of burden sharing to also involve the depositors," said Mr Dijsselbloem, noting that it was a "unique measure" because of Cyprus' outsized banking system. "As it is a contribution to the financial stability of Cyprus, it seems just to ask a contribution of all deposit holders."

But the measure risks to scare investors in Europe's weaker economies, which could lead them to move their deposits to more stable eurozone countries like Germany. In that case, banks in southern Europe's economies might be considerably weakened and possibly require new bailouts. That could then weaken the respective governments, which might then need further assistance from their eurozone partners, possibly setting off a vicious spiral.

Joerg Asmussen, a member of the European Central Bank's governing council, sought to dismiss fears of bank troubles stemming from the levy, saying the central bank stood ready to provide financial institutions with emergency liquidity assistance. "The levy, it's an appropriate tool. It's really tailor-made to the situation in Cyprus," he said. "It's a country in extreme financing need and what you do is to expand the tax base, not only to residents but also to non-residents."

Russian citizens are estimated to have at least 20 billion euro (?17.3bn) in deposits in Cyprus. Mr Asmussen stressed that there was no risk of such a levy being implemented in other countries that have already received bailouts, such as Greece, Ireland or Portugal because those countries' financing needs are covered ,by their international rescue loans.

In a sign of how exceptional and urgent a decision the one-time levy is, Cypriot banks are already implementing measures to make sure that depositors cannot withdraw money to shrink the tax basis, Mr Asmussen said. The remainder of their holdings can be freely withdrawn. Cypriot MPs are expected to decide a law on the bank levy over the weekend and the money will be extracted early next week.

Antarctica concerns grow as tourism numbers rise

ROSS ISLAND, Antarctica (AP) ? Across most of Earth, a tourist attraction that sees 35,000 visitors a year can safely be labeled sleepy. But when it's Antarctica, every footstep matters.

Tourism is rebounding here five years after the financial crisis stifled what had been a burgeoning industry. And it's not just retirees watching penguins from the deck of a ship. Visitors are taking tours inland and even engaging in "adventure tourism" like skydiving and scuba diving under the ever-sunlit skies of a Southern Hemisphere summer.

In a remote, frozen, almost pristine land where the only human residents are involved in research, that tourism comes with risks, for both the continent and the tourists. Boats pollute water and air, and create the potential for more devastating environmental damage. When something goes wrong, help can be an exceptionally long way off.

The downturn triggered by the economic meltdown created an opportunity for the 50 countries that share responsibility through the Antarctic Treaty to set rules to manage tourism, but little has been done. An international committee on Antarctica has produced just two mandatory rules since it was formed, and neither of those is yet in force.

"I think there's been a foot off the pedal in recent years," said Alan Hemmings, an environmental consultant on polar regions. "If it takes five years, 10 years to bring even what you agree into force, it's very difficult to micromanage these sorts of developments."

Antarctic tourism has grown from fewer than 2,000 visitors a year in the 1980s to more than 46,000 in 2007-08. Then the numbers plummeted, bottoming out at fewer than 27,000 in 2011-12.

The Rhode Island-based International Association of Antarctic Tour Operators doesn't have its final 2012-13 figures yet but estimates close to 35,000 visitors this season, which runs from November through March. The industry group expects slightly more tourists next summer.

It's not just the numbers of tourists but the activities that are changing, said Hemmings, who has been part of a delegation representing New Zealand in some Antarctic Treaty discussions.

"What used to be Antarctic tourism in the late '80s through the '90s was generally people of middle age or older going on cruises and small ships where they went ashore at a few locations and they looked at wildlife, historic sites and maybe visited one current station," he said. "But there's an increasing diversification of the activities now so it's much more action orientated. Now people want to go paragliding, waterskiing, diving or a variety of other things."

Visitors can also skydive over the frigid landscape, and London-based Henry Cookson Adventures took two and three-man submarines to Antarctica in the latest summer. Hemmings said he was once asked to advise on a Germany company's plan to fly gliders over the colossal Transantarctic Mountains to the South Pole, but that project was never carried out.

On Ross Island, a stark black-and-white outcrop of ice on porous, volcanic rock, the active volcano Mt. Erebus stands as a warning of the dangers of tourism in this remote and hostile environment. In 1979, an Air New Zealand airliner on a sightseeing tour from Auckland slammed into the mountain in whiteout conditions, killing all 257 people aboard. After that disaster, sightseeing flights over Antarctica did not resume until the mid-1990s.

Some of the earliest attempts at skydiving in Antarctica also ended in tragedy. Two Americans and an Austrian died in the same jump in 1997 near the U.S. Amundsen-Scott South Pole Station at the geographic South Pole.

Hypoxia ? a lack of oxygen ? is a suspected reason why the skydivers failed to deploy their parachutes in time. Antarctica is not only the world's coldest, driest and windiest continent, but also the highest. The South Pole is on an icy plateau 2,835 meters (9,301 feet) above sea level and the air is relatively thin.

The last fatalities at sea near the continent were in February 2011, when a Norwegian-flagged, steel-hulled yacht with three crew vanished during wild weather in the Ross Sea.

It's not only tourists who get into trouble. Searchers will wait until at least October to recover the bodies of three Canadians involved in scientific research who died in a plane crash in January near a summit in the Queen Alexandra range. A fire aboard a Japanese whaling ship in the Ross Sea killed a crew member in 2007. And anti-whaling activists lost a boat that collided with a whaler in 2010. No one was injured.

Hemmings said tourist ships have been involved in several mishaps in Antarctica in the past five years.

"Misadventure can befall anybody," he said, but he added that the number of tourist ships coming to Antarctica's busiest areas was a concern.

While Antarctica is as big as the United States and Mexico combined, tourists and scientists for the most part keep to areas that aren't permanently frozen and where wildlife can be found. Those account for less than 2 percent of the continent.

It's a land of many hazards, not all of them obvious. The dry air makes static electricity a constant threat to electronics and a fire risk when refueling vehicles. Residents quickly get into the habit of touching metal fixtures as they pass, and metal discharge plates are set beside all telephones and computer keyboards.

Most tourists arrive on the Antarctic Peninsula, which is easily accessible from Argentina and Chile. The next most popular destination is the Ross Sea on the opposite side of the continent, a 10-day sail from New Zealand or Australia.

Both landscapes are intensely bright and profoundly silent during the 17 weeks between sunrise and sunset in the summer. The peninsula is a milder environment and has a wider variety of fauna and flora.

The Ross Sea, where the Royal Society Range soars 4,200 meters (13,200 feet) above the ice-clogged waters of McMurdo Sound, demonstrates the colossal grandeur for which Antarctica is renowned. It was also the starting point of British expeditions to the South Pole during the so-called heroic era of Antarctic exploration from 1895 to 1915. The early explorers' wooden huts still dot the coast.

The Ross Ice Shelf, the world's largest mass of floating ice covering an area almost as big as Spain, rises as steep, gleaming cliffs 60 meters (200 feet) from the sea.

Two cruise ships visited the sea's Ross Island, connected to the continent by ice, last summer. Summer temperatures average minus 6 degrees Celsius (21 Fahrenheit) but often seem colder due to wind chill.

Passengers visited the largest settlement in Antarctica, the sprawling U.S. McMurdo Station, which can accommodate more than 1,200 people, as well as New Zealand's neighboring Scott Base, which sleeps fewer than 90. Many also visited a drafty hut built by doomed British explorer Capt. Robert Falcon Scott in 1902 as an expedition base a few hundred meters (yards) from McMurdo Station.

The two bases, separated by a 3-kilometer (2-mile) ice road, don't facilitate tourism, but tourists are generally welcomed. Both have well-stocked gift shops.

Antarctic New Zealand's environment manager Neil Gilbert said more robust monitoring is needed to track impacts of tourism.

"The Antarctic Peninsula ... is one of if not the most rapidly warming part of the globe," Gilbert said. "We really don't know what additional impact that those tourism numbers ... are having on what is already a very significantly changing environment."

There are fears that habitat will be trampled, that tourists will introduce exotic species or microbes or will transfer native flora and fauna to parts of the continent where they never before existed.

A major fear is that a large cruise ship carrying thousands of passengers will run into trouble in these ice-clogged, storm-prone and poorly charted waters, creating an environmentally disastrous oil spill and a humanitarian crisis for the sparsely resourced Antarctic research stations and distant nations to respond to.

To reduce the risk of spills, the United Nations' shipping agency, the International Maritime Organization, barred the use of heavy fuel oil below 60 degrees latitude south in 2011.

That was a blow to operators of large cruise ships. Steve Wellmeier, administrative director of the tour operators group, said the ban initially slashed cruise passenger numbers by two-thirds.

But it was only a temporary obstacle to industry growth; large ocean liners can comply with the ban by using lighter distillate fuels in Antarctic waters. About 9,900 passengers are believed to have visited Antarctica on large cruise ships is the season now ending, double the total from 2011-12.

The fuel-oil ban is a rare thing for Antarctic tourism: a binding rule.

The 28 countries that comprise the Antarctic Treaty Consultative Committee have made 27 non-binding recommendations on tourism since 1966, but just two mandatory rules ? and neither of those are yet in force.

A 2004 agreement requiring tourism operators to be insured to cover possible rescue operations or medical evacuations has been ratified by only 11 of the 28 countries. A 2009 agreement barring ships carrying more than 500 passengers from landing tourists ? a measure to protect trampled sites ? has the legal backing of just two countries, Japan and Uruguay.

The United States, by far the biggest source of tourists and tourism operators, has not signed either measure.

The International Maritime Organization intends to enforce a Polar Code, detailing safety standards for ships entering both the Arctic and Antarctic regions. It was supposed to be force by 2013, but the IMO now says it won't be adopted before 2014, and after that it will take another 18 months for the code to be implemented.

Hemmings said the current lack of standards is a problem because increasing numbers of cruise ships are negotiating the poorly charted and storm-prone seas without ice-strengthened hulls as Antarctic legs are added to South American, South Pacific and around-the-world cruises.

Those ships "are not necessarily ice-strengthened, or if they are ice-strengthened, are not ice-strengthened to a high standard because at other times of the year they're doing something different," Hemmings said.

Wellmeier, the industry group official, said the impending rules could knock some currently operating vessels out of Antarctica. In any case, he said he doesn't think tourism there will return to the explosive growth rates of the years before the financial crisis, simply because the ships needed for such expansion are not available.

Tourists far outnumber the scientists and support staff at national scientific research stations in Antarctica during the peak summer season, though the researchers make more of an impact because they stay longer. The summer population at the 39 stations across the continent peaked at about 4,400 in the 2011-12 year.

Wellmeier believes tourists should not be considered separately from the question of overall human impact on the Antarctic environment. He said too often it is research-station personnel who flout the rules.

"We hear horror stories every season," he said. "A group will come ashore from a national program and they're on their day off ... and they're breaking the rules, right and left, smoking and getting too close to the animals."

The United States has been criticized on environmental grounds for building a 1,600-kilometer (995-mile) ice road from McMurdo Station to the South Pole on which tractors drag fuel and supplies on sleds. The road provides a more reliable alternative to frequently grounded air services.

Australia-based adventurer Tim Jarvis sees Antarctic tourists not as a problem, but as part of the solution for a frozen continent where the ice is rapidly retreating. If more tourists see its wonders and the impacts of climate change, particularly on the Antarctic Peninsula, Jarvis said, the world will become more inclined to protect the continent.

"It's a pity we live in a world that's a little bit overregulated in many respects," he said of the prospect of greater controls on tourism.

Jarvis led a party of six in January and February on a 19-day reenactment of British explorer Ernest Shackleton's desperate sea and land journey to a South Georgia Island whaling station in the southern Atlantic Ocean in 1916. After his ship was crushed by sea ice, Shackleton left 22 of his crew at on a remote island, then set sail in a lifeboat on an 800-nautical-mile (1,480-kilometer) voyage to get help.

Jarvis's party encountered 8-meter (26-foot) waves, then repeatedly fell through crevasses as they trekked across the snow-covered mountains of South Georgia. Jarvis suffered frostbite to one of his feet but completed the journey. Three members of his party couldn't complete the climb because of trench foot, a condition caused by prolonged exposure to cold and wet conditions.

While the journey seems death-defying, it was the product of tremendous planning. Jarvis and his party spent more than a year applying for five permits from various treaty countries accompanied by detailed risk assessments and environmental impact statements. They paid for their own backup boat to rescue them in case anything went wrong.

"My broader message to people is that we all have the potential to do far more in our lives than we feel we're capable of doing and we should go and explore that ... but do it responsibly," Jarvis said.

Japan seeks to join U.S.-led Trans-Pacific trade talks amid reform hopes

TOKYO (Reuters) - Prime Minister Shinzo Abe announced on Friday that Tokyo will seek to join talks on a U.S.-led Pacific free trade pact which proponents say will tap vibrant regional growth, open Japan to tough competition and boost momentum for reforms needed to revive the long-stagnant economy.

The decision to seek to join talks on the Trans-Pacific Partnership (TPP) launches the "third arrow" in Abe's policy triad following the fiscal pump priming and hyper-easy monetary measures he has pushed since returning to office in December after his Liberal Democratic Party's (LDP) big election win.

"Abenomics" has been playing to rave reviews in the Tokyo stock market and with voters, around 70 percent of whom support the prime minister.

Business executives and economists say the real test, though, will be whether Abe buckles down to more controversial reforms such as deregulation, which can hurt vested interests.

Negotiators from the United States, Canada, Mexico, Australia, New Zealand, Chile, Peru, Vietnam, Malaysia, Brunei and Singapore are pushing to strike a deal by the end of the year.

Dutch lesbians raising Turkish boy go into hiding

AMSTERDAM (AP) ? A Dutch lesbian couple have gone into hiding with their foster son after the boy's biological parents said on television in Turkey that they object to the pair taking care of their child.

The matter is threatening to overshadow an official visit by Turkish Prime Minister Recep Tayyip Erdogan to the Netherlands next week. Lodewijk Asscher, the Dutch vice prime minister, told reporters Friday that the issue is an internal Dutch matter and that political interference from Turkey is "inappropriate."

The 9-year-old boy identified by his first name, Yunus, was removed from his biological parents' care ? in the Netherlands ? while he was still a baby, and eventually placed in the care of the lesbian couple, who live in The Hague.

His biological mother, Nurgul Azeroglu, appeared on a Turkish television program earlier this month and called on Erdogan to intervene in the case. She acknowledged having accidentally dropped the child from a poorly fastened carrying bag once ? apparently part of the reason he was removed from her care.

Dutch newspaper NRC Handelsblad reported that two other children were also to be taken away from the family in 2008, but they then traveled to Turkey to prevent that from happening.

Prominent Turkish politicians have recently spoken out against children of Turkish ancestry being raised by Christians, homosexuals, or others whose values are rejected by their biological parents.

Asscher praised the foster parents for taking on a "child in danger" and defended Dutch social service policies.

"The selection of a foster family in the Netherlands is a careful process," he said. "We don't choose foster parents on the basis of race or heritage, but on whether a child is in good hands with them."

Child social services in The Hague said there was no specific threat against Yunus or his foster parents, but he has been kept home from school as a precaution since the interview aired.

The Hague Youth Services Agency has decided it is better for Yunus and his foster parents "to stay at another address for a time, partly in connection with the visit of the prime minister next week," spokeswoman Tanja van Dijk said in a telephone interview with national broadcaster NOS . "For safety, and also because of the quiet that both Yunus and his foster parents of course now need."

Asscher, who repeated several times at his weekly news conference that Yunus had been "in danger" before he was taken into foster care, said it is "exceptionally sad" that the boy and his foster family are now in hiding.

"It's not right. People who are willing to take care of somebody else's child deserve our admiration," he said.

$917M in unclaimed tax tefunds about to expire

If you didn't bother filing a federal tax return for 2009, it might be a good time to rethink your tax strategy.

The Internal Revenue Service says it has $917 million in unclaimed tax refunds from 2009, and time is running out to claim them.

The refunds are owed to nearly 1 million people who failed to file returns for 2009. Taxpayers must file their 2009 returns by April 15 to claim their refunds. If taxpayers don't file returns, the law says they have a three-year window to claim refunds. After that, the money becomes property of the U.S. Treasury.

The IRS says there is no penalty for filing a late return that qualifies for a refund. But the agency says refunds may be delayed if taxpayers also failed to file returns for 2010 and 2011.

The government can also withhold tax refunds to settle unpaid federal and state taxes, as well as unpaid child support and past due student loans.

People in every state and the District of Columbia are owed refunds, including 100,700 people in California and 86,000 people in Texas, the IRS said. Most of the refunds exceed $500.

Some people may not have filed tax returns because they made too little money and weren't required to file, the IRS said. However, if they had federal income taxes withheld from their pay, those people may be entitled to refunds.

Also, many low- and middle-income people who didn't file returns may be missing out on the Earned Income Tax Credit. In 2009, a married couple with three or more children could earn up to $48,279 and qualify for the credit. Income thresholds are lower for couples and single filers with fewer children.

Yours truly has had some pretty positive experiences with Babbel's existing product line, with the latest being a subscription-based alternative for iPad that makes it a lot more affordable to learn the basics of 11 different tongues. After launching last October on Windows 8, the outfit is showing Microsoft's other major OS a bit of love today. Babbel is bringing its 11 language learning programs to Windows Phone 8, with the apps scheduled to hit the 'Education' segment of the Windows Phone Store any moment now. For those who've yet to give it a whirl, Babbel uses a mix of repetition, visual cues, spelling exercises and voice recognition, and it does a pretty stellar job of segmenting things into digestible lessons for those who only have five or ten minutes at a time to spare.

The apps themselves are free to download, with a company spokesperson explaining to us that the WP8 builds "are mainly vocabulary trainers with 3,000 words broken down into themed lessons." Ideally, the phone apps would supplement a user's learning on their main platform (iPad or desktop).
